Under the background of the new curriculum reform, the creative education has become a new highlight. Creativity has long been considered as elusive and intangible. It is deeply rooted in peoples' mind that creativity is the privilege of a small number of elites. Through an overall analysis of creation, creativity and creative psychology, his paper focuses on cultivating creativity of the elementary and secondary student, which unveils creativity and helps the teachers to integrate it into the classroom, thus defines and interprets the following concept: creativity and the ability to create of elementary and secondary studentsThe concept of creativity means the activity with innovation and social and individual values. The creations achieved by the students contain the values of personal development. There are three different aspects in relation to the content of creativity: "brand new innovation", "reorganization" and "rediscovery". Our education could be carried out under the guideline of "creativity" at school in a variety of forms to make the students acquire these aspects. In defining creativity, the paper puts forward new criteria beyond the boundary of psychology, which integrates philosophy and sociology, advocating a comprehensive understanding of creativity. On this basis, there is a well-organized illustration of the framework of creativity in the paper, which is a combination of knowledge, information, experience and creative skills and psychology, and which is a three dimensional demonstration of creative thinking.Based on the traditional education, the paper is an integration of the education theory in both oriental and west, as well as a conclusion of creativity education in the elementary and secondary schools. Creativity is an extension of human nature and the permanent momentum of the development of a nation. Therefore, the study of an education characterized with creativity is of great value. It is imperative to clear up the misunderstandings in the research and implementation of creativity education. All the teachers are encouraged to inspire the students' interest to create.
