A TWB program is a bilingual education program that integrates second-language learners of minority and majority, emerging in the Cuban resident in the Dade County in U.S.A firstly, where there was a school named the Coral Way Elementary School that carried out the first two-way bilingual education program in September 1963.A two-way bilingual education program has outstanding characteristic that makes different language kinds of students study in the same classroom. Making a comprehensive survey on bilingual education in china, we will find that it refers to the school education of using two languages or the school education of using a second or a foreign language to teach non-language academic subjects. To a certain extent, the author thinks that these kinds of bilingual education in china currently will cause wastes of educational resources because of the students speaking the same language in the same classroom. The author attempts to share the successful experience about American two-way bilingual education with the readers, which the author hopes will offer some implications for administrators, teachers, parents and those who are interested in bilingual education.The whole dissertation includes three parts: introduction, body, conclusion, the body is divided into five chapters. The first part is introduction. Background, purpose, concept, current study situation and the structure of two-way bilingual education is introduced and explained. Chapter one traces back to the history of American two-way bilingual education and states the same, different and strong points. Chapter two is about the issues on program designing and implementation and theories, which attempts to tell us the issues we should pay attention to during the program implementation. Chapter three introduces the assessment of the two-way bilingual education, including type of program assessment, assessment design, assessment steps, and areas of assessment. Chapter four is a case study, which discusses an international school in Texas. Lastly, some comments on American two-way bilingual education are made. The author analyzes some factors that cause it successful and potential programs.
