Canada, Singapore and U.S.A. are countries with the characteristics of multiethnic and culture pluralism. They have gained a lot of valuable experience which are implications for us. But because China and the foreign countries have remarkable differences of national conditions, it is impossible to imitate the ready-made mode of bilingual education. The researcher tries to adopt the suitable program in accordance with the students' abilities. This thesis consists of six sections. Section One is an introduction of the concept and types of bilingual education, briefing the importance of Chinese-English bilingualism so as to elicit the significance of writing the paper. Section Two is the literature review which reviews the literature of bilingual education home and abroad and summarize of the relevant problems. Section Three makes an analysis of the theoretical foundations which underpin the development of bilingual education. Section Four analyzes the seven models of bilingual education and then generalizes the common characteristics of the bilingual education of the abovementioned three countries. Section Five is the key to the thesis; the researcher combines the practice of history bilingual education with the feedback of the questionnaire and makes some analysis on it. Section Six comes to the conclusion of the investigation and puts forward some suggestions for the problem solving from the aspects of teachers, teaching materials, the students, policy and so on.
