English curriculum for lower grades of primary school was widely opened in China just few years ago. So the research on English teaching of lower grades in primary school is poor. In order to discover the problems of English teaching of lower grades in primary school and analyze the causes, the study is made on the basis of YF primary school. Constructivism learning theory is the theory basis of the paper, pupils'mental features provide the psychological basis. And then the instructional design is put forward, English teaching of lower grades in YF primary school should be reformed in these points: to create English learning environments of constructivism, to organize English learning activities of constructivism, to perfect the assessment on English of lower grades in primary school, to encourage cooperative learning and to form the learning community. The instructional design of constructivism will not be realized in a short period, owing to the affection of teachers'ability, education administration management patterns and social concepts, etc.
