Curriculum innovation is a key part of primary education reform as well as the theme of all-round education. In relation to curriculum, the theories and practices of new curriculum have undergone great changes. Such a circumstance has brought about the big changes in the new senior high school curriculum with regard to concept, structure, content and evaluation. School-based curriculum development, a highlight in the new senior high school curriculum innovation, is of great importance in carrying out the policy of "three-level curriculum management of the state, local and school" and enforcing the democratic decision-making about curriculum. Aiming at the need of student development, school-based curriculum is properly localized and is mainly cultivated by local teachers, hence the incarnation of school tenet. It is also a kind of flexible curriculum in accordance with the state and local curriculum.Drug abuse has become a serious social problem in the world, and there is a high potential that youth are becoming drug addicts. With the hope of helping the youth defend themselves against drugs, this thesis studies the situation of Kaiyuan, a disaster area of drug abuse and AIDS, and probes into the curriculum setting, object, operation and evaluation of senior high school students drug prevention education by means of document study, action study and case study. The thesis is an example where the concept of school-based curriculum guides the local curriculum management and development, and which shows, under the instruction of the new concept, the teacher's change of teaching practices, improvement of research ability, and exertion of special skills and enthusiasm. It seeks to find a proper way of school-based curriculum development and an effective approach suitable for the middle school student drug prevention education.
