In the information times of 21 century, E-learning has become a new trend and has been extended by many companies, so how to improve E-learning effect has become a very important research. The research about E-learning effect evaluation and its influencing factors is the research of E-learning issues with integrative and systemic points and is going to develop the view of E-learning research. It can instruct governments and companies which use E-learning as training mode and provide reference to E-learning in E-government construction and ERP system construction in companies.Now, experts have summarized many conclusions about the training evaluation and the factors that affect the training ,but the research about the E-learning training evaluation and the factor that effect the E-learning training is underway and has not yet shaped up. Further more, when the experts researched the E-learning training, they just considered the factors from itself. But they didn't think about the organization factors and the individual factors. In this article we would search after the E-learning training evaluation and the factors which affect the training through the method of reviewing literature, survey, interview and factors list.This research starts from literature review for getting the subjects of E-learning training evaluation index and affecting factors on effects of E-learning training. And then construct an E-learning evaluation measurement and test reliability and validity of the measurement. The learners of Dalian customhouse were asked to fill out this survey .But the result is not perfect after descriptive analysis. The function of e-learning training system needs improvement. After ANOVA analysis, individual satisfaction and learning effect are found to have remarkable difference between gender, education, computer skill and hours of learning. At last, the research use the method of measurement and factors list to present that e-learning training is affected and guided by three factors: organization, E-learning system, individual.
