At present, the pay system of teachers in colleges and universities is mainly defined as the post pay system according to professional and technical posts, posts and work achievements. To certain degree, the kind of pay system lowers the salary levels, makes the distribution structure unreasonable, worsens equalitarianism and weakens the inspiration function. It neither stimulates the sense of worth and achievement nor mobilizes the enthusiasm and creativity of teachers. So it has become an important issue to reconstruct the pay system of teachers in colleges and universities.The paper analyses the main pay system of ChuZhou University, which involves quantified wages, allowance and bonus. For the purpose of pay administration, the Paper estimates the teachers' value and evaluates the individual and whole performance by using AHP, BSC and vague evaluation. It brings up the idea of constructing the combinational pay system based on human resources value evaluation and performance evaluation of the individual and the whole. The paper calculates all illustrates the pay system of ChuZhou University after it is reconstructed.The paper tries to break though the thoughts of traditional pay system and build the quantified causality among value evaluation of teachers in colleges and ? universities, performance evaluation and pay administration. It has certain learning value. The author hopes that ChuZhou University and other colleges and Universities will draw some inspiration from paper to reconstruct or create the pay system of teachers in colleges and Universities.
