Performance evaluation is the main regulating and controlling measures fororganizations to actualize the strategic objective. Strategy is a kind of objective andexpectation for the organizational future, which establishes the development direction of theorganizations, and the actualization of this objective would depend on all the organizationalmembers' hard work according to determined demand and standard. If colleges anduniversities want to promote the core competence and keep competitive advantage, they mustpursue incessantly their own development. From some points of view, the realization of thestrategic objective of colleges and universities depends on the actualization of teachers'performances. To assess the teachers' working performances is to draw and pull the teachers'performances, mobilize their working enthusiasm, waken their potential and engender thepositive effect of motivation and introduction through adjusting and controlling the formingprocess and the final result on the basis of understanding completely and really the teachingand educating situation. The teacher performance evaluation system that is on speaking termswith the development strategy of colleges and universities may be actualized by materialperformance indexes and leading staff's high performances, which could promote theorganization's integral performance and actualize the integral strategic objectives of collegesand universities.This article aims to establish the teacher performance evaluation system corresponded tocolleges and universities' development strategy through positioning correctly the colleges anduniversities and analyzing the strategic pattern of the development of colleges and universitieson the basis of analyzing profoundly the meaning of colleges and universities' teacherperformance, the feature of teacher performance evaluation and the forming factors of teacherperformance's particularity, which provides applied tools for teacher performance evaluationThis article combines teacher performance evaluation system with the scholasticdevelopment strategy, establishes the evaluation indexes with key performance indexes anddesigns the index weight according to the working emphases of teachers, which makes theresult of evaluation is closer to the actual circumstances.
