Abstract/Summary:
In June 2014,the State Council carried out a sequence of reforms and policies for transforming the ordinary colleges or universities into applied colleges or universities.The transformation development of universities are aimed to solve the sincere phenomena such as imbalance structure of higher education,homogeneity of colleges,unemployment of graduates,low quality of employment,lack of training skillful talents mechanism and personnel training structure and quality of talents.S college,one of the first batch of Pilot University in LiaoNing Province,has been transformed in specialty construction and teaching orientation.However,transformation effect is still not obvious and it didn’t achieve the expectations of transformation.There are many factors to promote the transformation of local colleges or universities.The most important internal force should also be derived from the university teachers themselves.The success on the transformation of local universities depends on the comprehensive and practical abilities of teachers themselves,the degree of professional development among teachers and the construction of the professional teachers’ team.Hence,effective measures should be taken to improve the level of teachers’ profession and strengthen the construction of teachers’ team.At present,S college in which most teachers lacking of cooperation experience with school-run enterprise have higher level of theory but lower level of practical ability hasn’t built a team which matches with "double competence" teachers’ team.Hence,it is the most important task for S college to establish a scientific and effective evaluation system,to improve the level of teachers’ professional development,to supply the teachers’ practical skills and to strengthen and develop the "double competence" teachers’ team.The thesis has studied and provided the Performance Evaluation Program in the process of S college’s transformation period.The tool of this study has applied the strategic performance management tool named Balanced Scorecard,which has widely used in enterprises,governments.First of all,the thesis explains the definition of application universities;the thesis also discusses the goals of teachers’ team constructions in accordance with the strategic planning of the school.The four dimensions of the Balanced Scorecard are developed by the "dimension module" which will evaluate the performance of teachers.Teachers’ performance indexes are design by the concept of"People-Oriented,Justice and Harmony,Development",including four first class indicators,nine second class indicators and twenty-eight third class indicators.The four dimensions of the Balanced Scorecard have also used hierarchical analytic process to calculate the indexes and established teacher performance index system by using Hierarchical Analysis Method to rebuild the Model of S university.Secondly,the study takes the New Energy College Teachers’ Performance Evaluation as an example to carry out the implementation of the application,and then proposes some constructive suggestions after the comparative analysis.Finally,the last chapter discusses the future work.
