A Study On The Limited Factors Of Residents' Participation In City Community Of China

Residents are the mainbody of the community autonomy which is built on their participation. There is no community autonomy without residents' participation.But there exist many problems in residents participation, such as passive participation, unperfected participation mechanism, weak participation consciousness etc.,these problems become the bottleneck problem of further development of community autonomy.The essay tries to study the factors of limiting residents' participation.The concrete problems of this research include:(l) How to understand the meaning of residents'participation under the background of the th-e community autonomy. (2) What are the present condition and characteristicse of residents'participating?(3)What are the limited factors of residents participation?(4) How to improve the current community residents'participation.This essay uses the literature research method, questionnaire interview method to show the present condition of residents'participation, to cpmpare our co untry community residents' participation to foreign community residents'participation for further discovery.The characteristics of present residents participation mainly include:No political participation as the main contents of residents participate, passive participation as main type of residents participation,The unperfe-ct participation mechanism,the weak participation consciousness, unbalance participation mainbody etc..Based on these characteristics an-d a further analysis of various reasons that restrict the residents'participation, we believed the basic reason is the benefits mechanis-m of participation is not perfect,the direct reasonis that the gove-rnment palys a wrong role, the historical reason is that the problems are left behind by unit system and the civil spirit is poor,the realistic reason include the lack of a sense of belong,the shortage of Residents' committee funds and the irregularity in Residents'committee election.we point out that the government and Residents' committee should make joint effort to improve the residents participation in two ways:l.As for government, to endow enoug-h power to community, to develop residents'community participation consciousn ess,to make gover-nment information transparant.2.As for Residents' committee, to ameli-rate the system of democratic negotiation for politics,to cultivate Non-...
