Community autonomy is the core and target of community constructions in China. Its implementation and fulfillment can facilitate the residents' full participation in the community construction, the efficient integrity of community resources, so that our democratic construction at basic level can be intensified our urbanization can be promoted. Once this achieved, the setup of the so-called small administration but big community is thus formed.These years, while community autonomy constructions are highly considered by governments at all levels, their development is still goings slow. The root cause of this phenomenon resides in the fact that the Community Residents' Committee, as the legal urban autonomy organization, has reduced its autonomous function to an working body of the local government. On the other hand, its administrative function is consolidated which gives rise to the insufficiency of impetus in the community autonomy construction. Consequently, the key to community autonomy construction is how to reform the Community Residents' Committee and resume its autonomous function.Through the construction, mode, operation and mechanism of the community autonomy organization, this thesis analyses the cause of bureaucracy of the Community Residents' Committee, and sets the target of a thorough reformation of the Community Residents' Committee, and promotion of the community autonomy construction.This thesis consists of introduction and 5 chapters.Introduction of the concept of community and social background, the two driving forces necessary for the community autonomy construction, and the thesis statement.Chapter 1 presents the definition, the necessity and significance of community autonomy, upon which the idea is introduced that community autonomy in China is still at its primary stage.Chapter 2 introduces the history, nature, function of the Community Residents' Committee and its leading role in the process of community autonomy, mainly the manifestation and cause of the bureaucracy of Community Residents' Committee.Chapter 3 is mainly concerned with the three currently typical management modes of community in China and their disadvantages, on which the renewed male with advantages is based.Chapter 4 aims to descript the history and principle significance and major problems of democratic election in Chinese communities. Thus the democratic electoral system is established as against the newly-built urban community autonomy organization.Chapter 5 centers on the construction of mechanism of the urban community autonomy organization in terms of the mechanism of policy-making, management and supervision.
