With the gradual improvement of China's socialist market economic system, the process of China's urbanization is accelerating. Urban communities changed fundamentally. The status of community has been enhanced in the social management. The significance of community-building is becoming more and more important. For a long time, China's urban community management adopted a top-down "unit system" of community management system. This model no longer adapted to the development of modern urban community, therefore requests to change the single, traditional, highly centralized power urban community management system, and gradually form a "community resident autonomy"-oriented social management system, build a new harmonious community using community residents as the main body and the community organization as a means. Community management is achieved by self-government. Residents manage the community depending on the concept of self-education, self-management, self-service, self-supervision to give full play to the autonomy of the residents.This paper uses the autonomy of Chengdu Chenghua community as a entry point, and then studies the problems of community autonomy which uses the "community resident autonomy" as a dominant social management system, and find out the causes of the problems by analyzing the arising issues.Chapter1, Introduction It stresses the importance of social development in our modern urban communities by analyzing the background of the urban community and lay the foundation for the later discussion; Secondly, the study is to analyze the situation at home and abroad, put forward the research ideas and research methods.Chapter2, mainly analyze the theory of self-government in urban communities and their content, Including its theoretical basis, the concept of self-definition of urban communities, and its operating mechanism; and a detailed analysis of its meaningChapter3,Its content includes Urban Community in China's development process, and analyze the importance of self-government in urban communities, as well as our existing urban communities ,at last raised the problem in China self-urban communities. Chapter4, use Chenghua District in Chengdu as an example to analyze the status of Chenghua community autonomy , the effects, and the problems of the autonomy community, and finally analyze them, explain the meaning of Chenghua Community Autonomy to China.Chapter5, measures and suggestions. For the problem in the development of Urban Community in China, it puts forward some measures to promote the continuous deepening of China's social management system, and provide new perspectives for building a moderately prosperous society.
