Research On Social Work Intervention Of Urban Residents' Participation In Community Governance ——A Case Study Of "Sharing Market" In Z Community

Residents' participation in community governance is the development goal of community governance in China in the future.However,at present,residents' willingness to participate,their ability to participate and the degree of participation are far from this goal.Therefore,exploring various ways of residents' participation and stimulating the vitality of community governance become important actions to promote residents' participation in community governance.This study takes the "Shared Bazaar" project in Z community of Lanzhou as a case study to explore the possibility of stimulating and enhancing residents' participation in community governance by creating a comprehensive community service platform and forming an interactive and cooperative network with the community as the administrative leader and social workers as professional support,and driving residents to participate in community governance.The study first explored the current situation of residents' participation in community governance using sociological research methods such as interview method and observation method,and found that residents generally have low willingness to participate,weak ability to participate,and low overall participation.After further research,it was shown that this current situation stems from reasons such as the limitations of the community administrative management system,as well as problems caused by residents' own lack of capacity.Based on empowerment theory and social capital theory,this study adopts a community social work approach and designs a general idea of using the "shared bazaar" as a comprehensive community service platform to promote residents' participation in community governance.In the role of resource linker,rule maker,and capacity enhancer,social workers help communities link resources within their jurisdictions,formulate regulations on the operation and management of the bazaar and volunteer management,cultivate community volunteer teams,and enhance residents' ability to participate in the community.The following results have been achieved:(1)The willingness of community residents to participate has changed from administrative submissive participation to active participation;(2)The participation ability of community residents has been significantly improved through special capacity enhancement training and participation practice;(3)The residents' sense of subjectivity has begun to emerge and participation actions are obviously active;(4)Social workers have played a good professional role in intervening to build a comprehensive community service platform to promote residents' participation in community governance.The study found that:(1)In helping communities to carry out the activity of "promoting residents' participation in community governance through a comprehensive service platform",the community work approach can help social work to integrate into the community as soon as possible,but it has no time to respond to residents' needs;(2)Social workers empower residents with the concept of helping people to help themselves,which can enhance residents' participation capacity in the community;(3)Under the current mechanism of administrative-led community management,the comprehensive service platform has an active role in empowering residents,stimulating their sense of subjectivity,promoting their sense of access,and thus enhancing their willingness and behavior to participate,while community social organizations play an indispensable role in helping residents express their needs,gathering their strength,and building their sense of community.The role of community social organizations is indispensable in helping residents to express their needs,gather their strengths,and build a sense of community.Therefore,social workers,communities and social organizations can play a promising role in promoting residents' participation in community governance.
