With the advancement of massification,China higher education has vitnessed great achievement in its higher education course. Despite of a dramatic increase of higher education enrollment making a successful transition for higher education from elite to massification, imbalance of higher education development in city and town has increasingly emerged. Nowadays, benefit for social vulnerable group has been given great emphasis as society is now developing toward fairness.
