It is clearly pointed out in the Outline of National Medium-and Long-term Education Reform and Development Plan(2010-2020)that China will become the largest destination country for overseas study in Asia by 2020.According to statistics of international students in China,by the end of December 2019,the number of international students in China has reached 520,000,making China the world’s third largest destination for overseas study in Asia and the center of graduate education in the Asia-Pacific region.With the continuous expansion of the number and scale of international students in China,Problems such as unreasonable enrollment structure,low entry threshold,imperfect enrollment mechanism and neglect of economic benefits have emerged one by one.Blindly expanding the scale of foreign students in China without pursuing quality and level will make the development of foreign students in China uneven,which will affect the service industry,especially the higher education service industry,to pull the driving force of China’s economy and seriously affect the national competitiveness of China.Therefore,it is of great theoretical and practical significance to conduct an in-depth study on a series of problems arising from the recruitment of international students in the new historical period.Based on the foreign student recruit students as the main research object,according to the theory of higher education internationalization drivers and push and pull factors theory as the theoretical basis.According to the actual situation of student recruitment in China development and characteristics,the development history of the enrollment of international students in China is divided into five stages: initial development stage after the founding of the People’s Republic of China(1949-1977),exploratory development stage after the reform and opening up(1978-1991),initial development stage under the market economy(1992-2012),and equal quality and scale stage under the new era(2013-present).Foreign student admission as part of an education for students is crucial,the quality and level of foreign students play an important role,this paper analyzes and explores on the question of student recruitment in China,through the literature research,comparative analysis,historical study and the methods of statistical analysis.Find out the problems of international unreasonable student structure,low entrance threshold,incomplete enrollment mechanism and unbalanced higher education service trade and other problems.Therefore,some countermeasures and suggestions are putting forward,such as adjusting the enrollment structure,establishing unified entrance examination,perfecting the enrollment mechanism of foreign students in China,developing higher education service and so on.
