After the Second World War, western developed countries stepped into a period of fast development, some large cities, such as London, Paris, expanded rapidly, which resulted in shortage of housing, skyrocket of house price, congestion of traffic, deterioration of environment and so on. The governments of western countries attempted to develop new towns in suburb to distribute population, alleviate pressure of overpopulation and oversize, and provide necessary space for population and industry to maintain the durative of economy increase. Hence, a lot of cities, i.e. London, Liverpool, Paris and Tokyo, started to campaign of new town development.In China, after1980s, along with the speedup of urbanization and reform ofhousehold registration system, people in rural area swarmed into city on a large scale,which resulted in extremely high population density in city, especially in easterncoastal cities, e.g. Beijing, Shanghai, and Guangzhou. In these cities, overcrowdingpopulation causes severe housing shortage, land prices spiraling upward, seriouspollution and traffic congestion. Avoid to further deterioration in these problems, cityplanners bring forward to build new town to decrease the city size and detract people.By defining the definition, origin and characteristics of new town, firstly, thisthesis expatiates the new towns systematically, sets up a model which relates tocitizen's payoff and city size, and makes this as an initial concept of wholedissertation. Secondly, according to the foregoing basic model, this paper discusses aseries of theoretic problems related to population import, such as critical mass ofnew town development, impossibility of group moving and reason, the first settler.Finally, based on the result of above theory analysis, this dissertation refers to somedevelopment suggestion to guide the new town development.
