Research On Problems And Countermeasures In Small-town Population Loss In Liaoning Province

Since the reform and opening up,China's urbanization process has obtained great achievement,but there is still a very prominent problem,namely urbanization focus on the construction of big cities of coastal developed areas,while ignoring the development of small and medium-sized cities and small-towns.Due to the lack of scientific planning and management,many of the problems occurred during the development of small-towns.Such as small scale,poor infrastructure,poor accumulative effect,the proportion of the tertiary industry is low,weak ability to absorb employment,social security seriously lags behind,etc.These problems lead to small-towns' population attraction is weak.It would promotes the healthy development of China's urbanization that we improve the small-towns' population attraction and make small-towns play more and more important role in the process of urbanization.The thesis embarks from the review of population urbanization development in Liaoning Province,points out the types,characteristics and problems' performance of small-town population loss in Liaoning Province,summarizes the reasons of small-town population loss in Liaoning Province are:first,the management system is not sound;Second,lack of economic vitality;Third,less employment opportunities;Fourth,the old city transformation is not successful;Fifth,public infrastructure is not sound;Sixth,lack of characteristics of small-towns.Through the analysis of the current management system,industry status and development and construction of small-towns in Liaoning,the thesis puts forward the countermeasure of small-town population loss in Liaoning Province:first,improve government management ability,perfect management system;Second,optimize the industrial structure and government affairs environment,enhance economic vitality of small-towns;Third,create more opportunities of employment and development;Fourth,accelerate the old city reconstruction and public infrastructure construction;Fifth,protect the historical heritage of small-towns,construct the characteristic styles and features of small-towns;Sixth,launch policies and measures to attract population.
