On the basis of introducing historical mortality transitions in Inner Mongolia, from death level and death pattern angle, according to the data of the fourth population census and the fifth population census established life tables, we select the representative index such as crude death rates, the infant mortality rates, the average life expectancy, through the MapInfo and the SPSS, compare Inner Mongolia population death level and death pattern between every county and 12 districts in 2000 as well as decennial censuses, most of important which innovate in the research of population death horizontal in every county of Inner Mongolia.Through comparing the standard mortality, the average life expectancy and the infant mortality rates in every province all country, we find the population death level of Inner Mongolia had come through the process from high level to low level. On basis of the fifth population census, the standard mortality, the average life expectancy of the Inner Mongolia rank the higher than the average level in all provinces in china, at the same time the average life expectancy of Inner Mongolia rank the lower than the average. So we can make the conclusion that the development level of society economy, people living and hospital can be improved.The life tables of the 12 districts in Inner Mongolia can tell us that the level of different areas had differences. Through describe and analysis population mortality level and affected factors in different areas of Inner Mongolia, Using SPSS statistics of ware to comparable analysis and deal with the data of the fourth and fifth census Results .we find the geographical distribution of mortality level in Inner Mongolia was characterized by "higher east, lower west, and disparity in middle region".On the basis of the two censuses, we established the life tables of every country and compare the differences, using the method of Hierarchical Classify compare the differences of decennial censuses.Finally attempt to discover the difference primary factors between the different areas through the model analysis, factors including social economy, environment and climate and so on. In order to make the people has a clear thorough understanding to the Inner Mongolian various areas death level and the influence factor, meanwhile it is advantageous for the Inner Mongolian various departments to formulate the related policy to enhance the population the health standard, finally it also provide some basic materials for the insurance business practitioner on the side.
