To make a school effective, the faculty is the foundation, while the principal is the key. In a sense, electing a competent principal is equal to making a school effective. The principal plays a critical role in the survival and the development of the school, and in the growth and the development of the young generation. Therefore the selection and assignment of the principal is extremely important in the educational administration, and it is an important premise and safeguard for improving the quality of teaching comprehensively. The traditional appointment system, namely, the principals are appointed directly by the higher educational authority, was used widely in the planned economy system. Now it can not meet the demand of the market economy which claims to improve the quality of teaching. A new system which can attract the talented persons to be principals is in strongly need to strengthen the quality of our nation's principals. Under this background, carrying out the employment system becomes the mainstream in our nation's reform of primary and secondary schools personnel system.At present, the systematic researches on the employment system of primary and secondary school principals are quite few, and many areas are experimenting how to implement the employment system of primary and secondary school principals, so this study has some theoretical and practical values.The study is divided into four chapters. Chapter 1 mainly elaborates the reason of selected topic, the content of the study, the research methods and basic concepts.Chapter 2 is a literature review, which summarizes domestic and foreign employment system of primary and secondary school principals and makes a comparison. First, it reviews the basic conditions of the primary and secondary school principals, the credentials system, the body who are in charge of the recruitment of the principals, the procedures, the responsibility and authority of the principals in America, England and Australia. Then, from the similar ways, the study reorganizes our nation's policies and documents on the employment system of primary and secondary school principals , taking Shanghai, Sichuan, Yunnan as the examples to introduce the practices in our country. Finally, it makes a comparison between China and foreign countries. Chapter 3 focuses on the interviews and questionnaire survey to learn about the present way of the principals' selection, the styles of selection, diploma, length of teaching life, management experience and the implementation situation. Then the study makes a simple analysis on the existing problems which appear during the implementation of the employment system of primary and secondary school principals.Chapter 4 proposes some suggestions to perfect our employment system of primary and secondary school principals, which are based on the previous two chapters. Such suggestions contain: establishing the open credentials system of primary and secondary school principals, consummating the organizational mechanism, strengthening the contract management, and utilizing the necessary correlational measures.
