As the highest executive and operational leader of a school, aprincipal plays a very important role in the school. Chinese famouseducator Xingzhi Tao had said: "A good principal is a good school." Wecan improve the competence and ability of the principals no other thanby consummating the management systems for principals andprofessionalizing the principals ceaselessly so as to enhance theeducation quality and school quality. As part of the management systemsfor principals, the professional qualification system for principals,which decides the degree of the professional quality that the principalshas, holds the condition of entry to the principal profession strictly.Therefore, it has important theoretical and practical significance to doresearch on the professional qualification system for principals.The thesis consists five parts:Part one: Preface. This part includes the background of the topic,the meaning and the present condition and the methodology of the study,and the definitions.Part two: The analysis of the background of Chinese professionalqualification system for headteachers. There are the professionalizationof the principals, more and more professions enforcing qualificationsystems and personnel system reform in elementary schools and secondaryschools.Part three: The introductions to the U.S and the England professionalqualification systems for headteachers. The author intends to find someexperiences to be used for reference in perfecting Chinese system byanalyzing the U.S and the England professional qualification systems forprincipals.Part four: The existing problems in the Chinese professionalqualification system for headteachers. The author will look for the problems in the system by reviewing the constructing history of the systemand investigating the principals.Part five: The countermeasures and suggestions to perfect Chineseprofessional qualification systems for principals. The author will giveidiographic suggestions to improve the system based on the previousanalysis.
