With the arriving of new century, the whole world is striding forward a brand-new era marked by the rapid development of knowledge economy. The science and technology, especially the high-tech, becomes the key factor propelling the society forward. The social progress and the technical development challenge the curriculum reform in universities. Just as the "World Declaration on Higher Education for the Twenty-First Century: Vision and Action", which has been passed in World Conference on Higher Education in 1998, points out that "there is an unprecedented demand for and a great diversification in higher education". The curriculum, a means not only to reach the targets of education but also to organize the activities, embodies the education thoughts and the education ideas.On the eve of a new century, with the international background of the curriculum reform all over the world, the progress curriculum reform in high education in China, and "The National University and College Physical Education Curriculum Teaching Instruction Guidelines" passed in 2002 by the Ministry of Education, the physical education curriculum reform steps to the new level. However, the new concept lack of full comprehension when carrying out the physical education curricular reform. The misunderstandings and obscurities cause the problems and questions such as 1) the doubts as "Teach what?", "How to teach?" 2) the ignorance of the whole and complete consideration 3) and leaning the teaching tensions upon the students interests only. All the deviation would lead to the wrong way to curricular reform. The focus and the hot spot of the study on physical education in university always lay on the following angles: how to face the high remand of graduate in twenty-first Century; how to display functions in the students healthy in mind and body, in their grasps of physical skills, in their sense of physical exercises; how to combine the short-term benefit with the long-term, thus, to help students form a lifelong-physical-exercise view.With the target of students' health, the idea of lifelong-physical-exercise, the guidance of students' development, and the core of teaching concept of technical body building, the physical education in Shanghai International Studies University is based on the higher education rule and the demand of qualified students and builds up a three-level four-grade reform idea.This project intends to employ the literature material analytic method, the theory analytic method, the teaching practice method, the questionnaire method, and the mathematical statistic method to make a systematic study on the teaching of the foundation physical education, the elective course, and the sports club of the three-level-four-grade physical education. Thus, aims to provide the practice foundation and the theory support.Firstly, this paper makes an elaborate review of the history and the present situation of the physical education domestic and foreign. The physical education of the West has presented the health, the lifelong, and the multiplex tendency. While in China the physical education in modern university has characteristics of healthy, human-based activity, entertainment, selectivity, multiplicity, democracy, and openness.Secondly, this paper describes the theory foundation of three-level-four-grade teaching practice of physical education in Shanghai International Studies University as well as the structure of physical education teaching, the contents of course, the study appraisal and the development of resources in the four grades. The three-level-four-grade teaching practice, which is based on the idea of lifelong physical exercise, the guidance of students' development, and the core of teaching concept of technical healthy body, focuses on the students' health, which meets the demand of the society. With the core concept of the technical body building, this paper analyses the teaching characteristics of the foundation physical education, elective course, and sports club. With the practices, the theory discussion, and the investigation, the three-level-four-grade teaching style transmits the movement technology, that is, the operational knowledge of sports and is helpful to the realization of the target of the universities physical education curriculum.Lastly, this paper tries to put forward several suggestions about the three-level-four-grade teaching. There are many factors and which can influence the education reform. Only though the careful study and the reflection, the practice and the research can we enhance the result of reform greatly and make the physical education in universities suit with the students' physical condition, represent the university characteristics, and meet the need of society.
