In future the teenager will become the host of our society; they are called the whole one in sociology, and the good and bad behavior relates to the whole prospect of society. Teenager's committing crime has been a social problem that the international community pays attention to together, this not only influences themselves, their family, and also influence the whole nation. Now "the nonage committing crime" is after absorbing poison and selling illegal drugs, pollution of the environment listed as the third chief harm. .Along with the deep step of social reform and the fast development of the market economy, under new form in the world, and today our country is building up middle-family society completely, teenager's criminal offence just goes toward diversified directions; it has already involved politics, economy, ideas, culture, education, the religious morals, family...etc., and is direct factor that influences the steady society. Now the number reaches to 45%in the national criminal crime, and takes 33%of persons who commit the national public order. From 1999 to 2003 it increases 4.7%; the criminal case is 1.4 times as usual as before. At the same time persons of under-18-age commit more; the type changes variously.The Maxist thinks the crime is a kind of social phenomena of rank society; it is a history category, and always having ,is not always existing forever. It is the outcome that the society develops a certain history stage, accompanying with private possession to produce classes, as a result invevitable with the disappearance of it. There are many kinds of reasons that causes cimes. First, the various antinomies and irregularities in the economic realm stimulate people's material desire ; second the characteristic of physiology and psychology; third, the happy view of rotting and decadent food and drink, the elder brother sense of honor of freedom, absolute propertied class freedom view, worshiping money view etc.. Those exactly cause the revolt of mental state and lead them to the road of ascend crime.For example , in......street, Wuhan, from 2004to 2006there are 145 teenagers whocommit crimes. It takes 58.7%of total number. Now it is the important political task to analyse and research the character and reason of teenager's committing crime, and take good procedures to reduce the crime.
