With the development of education reform and the practice of the teachers' certification, non-teaching training graduate can enter the teaching profession if he or she passes the teachers'application exam. At present, there are three steps to get a teaching job; getting the teachers' certification, passing the application exam and passing the probation.As we know, the purpose of our teachers' certification policy is to strengthen the teachers and their teaching standards and enroll outstanding people in the teaching profession. The fact is if a non-teaching training graduate passes the certification exam, they will get that certification. But even if they get the certification, they have less chance to be called forward for an interview because schools demand more teachers who are teacher-training graduates than those who are not. Those who have had teacher training are considered to be better equipped to pass their probationary period. This disobeys the original idea of our country's policy of strengthening teachers and teaching standards.An important concept to explain is that the school leader doesn't believe in the standards of the non-teaching training graduates, even though they have the certifications. The experience of other countries can be used for our reference. Some do not have a dedicated degree level teacher-training course and so non-teaching training graduates are equal to the teaching training graduates. The teachers' certifications have equivalent standing.So in my paper I just want to analyze the questions by my survey and by comparison with other countries. Such as: Are there any problems in non-teaching training graduates getting the teaching certification? Is it fair to them in the application exam? What are the difficulties they'll meet when they work as teachers and how the schools evaluate the non-teaching training teachers when they are on probation?I also want to do a survey and give my suggestions on these questions and I do hope the education committee will adapt the policies to them and take advantage of them.My paper includes five parts.
