| Science popularization is part of human science activities and a complex system. Ever since the reform and opening policy were carried out in 1980s, economy in China has experienced explosive development, especially in Shanghai Pudong New Area, which, serving as the locomotive for the national economic development, enjoys high GDP growth rate ever since 1990, and the People's Government there has accumulated enough capital to support science education centers and museums which are indispensable to facilitate the improvement of public understanding of science, thus a total new industry is brought up, ie. Science Popularization & Education Bases.Science popularization has intimate relation to the strategic task of improving national awareness of science and maintaining sustainable development of the whole country, and science popularization & education bases are basic places to popularize science & technology knowledge and disseminate scientific thoughts, thus it is of vital importance to establish and manage these bases.The author has long been engaged in the administration of science popularization & education bases in Pudong New Area and has carried out a lot of investigation, quantitative analysis and comparative studies using theories and methods in Public Administration. In this thesis, she uncovered problems existing in the operation and development of these bases. Those problems are universal, and should make a good representative. The results of the study and solutions provided are quite practical and down to the earth, which we believe will make a good reference and contribute to deepen the undertaking of science popularization in China.The author divides science popularization & education bases into three categories according to their operation and administration modes in Pudong New Area, ie. Government-funded Bases, Government-promoted Bases and Corporate-funded Bases. According to the author, currently there exist the following problems in the operation and development of these bases:1. Government-funded Bases are always established and invested one-off by the government, and no funds for later maintenance, upgrading and management are settled, which always results in the breach of good intention for the sake of needed operation capital;2. Government-promoted bases, always transferred from state-owned institute not by inert interests but by officials' will, lack of funds and proper management although they are now welcomed by citizens. |
