Since Christopher Columbia fund it, the specter of racism has been haunting in America, which is the most largest country.The educational history of the American blacks, a population group influencing strongly the progress of history of America, is a history of anti-racist oppression and discrimination, through which the equality and fairness of American higer education has been greatly improved. In order to understand how people think and act to the blacks' high education in modern America, in which the segregation been abolished, yet the contradiction and conflicts more complicated and opaque, one must investigate deeply Historically Black Colleges and Universities (HBCUs) for blacks. In this paper, with the HBCUs as investigating target; realities and problems facing the HBCUs in new historical period as cutting-in point; new development track of modern American HBCUs' pursuing of social equality and fairness as main line; diversifying and enhancing education of HBCUs as nuclear, the author attempts to uncover the new reality of American black high education through revealing the development and changes of HBCUs in complex and volatile contemporary background in the hope of exploring the history,status quo, problems and the causes leading to them and policies to solve them, development trends by theses methods of literature analysis,comparing,history and factor analysis.The author argues that as long as there is race discrimination and economic and social disparity between blacks and whites, HBCUs have their un-substituting functions and values. Attention should be paid that the author has provided reference theoretical and practical opinion and suggestions to the reform and development of minority colleges in our country through analyzing, with the theories and relative concepts of minority student performance attribution and national cultural education, HBCUs' values, existing problems and their causes and policies to solve them, and the experiences and failures in solving these problems in...
