In China, the Social Assessment (SA) study starts from 1980s, which is developed slower than the international research. The SA system of the water conservancy project is formed in 1990s, but it has made tardy progress after that time, as the system of it is constructed from the perspective of the common project of technology and economic mode. It is not conformed to the requirement and criteria of 'people-oriented' concept of our new times. The paper aims to form the SA system of a sociology paradigm of large dam project under the theory of the SA study at home and abroad, and to fill up the blank in the SA research field of domestic large dam project。First, this paper is reviewed and reflected the SA system of the large dam project from the perspective of the common project, compared it with the SA system of sociology paradigm of large dam project. It found out that some of the engineering and economic experts adopt economic and technology paradigm and the quantitative research method to form the system of the entire macro sociology system as the SA system of the large dam project. While the SA system of the large dam project from the perspective of the sociology paradigm is assessed by the sociologists and anthropologists from the perspective of the sociology; which is adopted sociology paradigm and qualitative research method to appraise the community composed of people.Secondly, the paper is focused on the SA system of a sociology paradigm of large dam project from three levers, which are microcosmic lever, middle lever and macrocosmic lever. The stakeholder analysis should be done from each lever when form the SA system. The microcosmic lever is mainly about the basic factor of community that different people, such as migration, femininity, minority groups, children and the old men. The middle lever is about the community and livelihood, such as the internal culture, the capital changes and the reconstruction of community. The macrocosmic lever attracts the social impact on substance and institutions. The substance lever refers to the actual social impact made by the large dam project.
