The Research On The Contribution To The Economical Growth And Development Of The Jiangsu Province Talent Capital

Along with the rise and development of knowledge economy which is symbolized by new technology and information industry, the main factors to economic growth are no longer the common labor force and capital, but the intellectual people who have mastered technology and knowledge. As a big province in economy, Jiangsu province feels much more stronger of the great significance of human resource in promoting economic development. Under the background of the establishment of the two"leads"goal by the 16th session meeting of communist party and the strategic thoughts to develop intellectual people in Jiangsu province, it has stepped into a new stage to improve the intellectual people in Jiangsu province. In such a new stage, it is really helpful for us to understand the current conditions and the problems we need to pay attention of intellectual people in Jiangsu province to research into the contribution and development of human capital to the economic development in Jiangsu province. Besides, we can put forward highly effective solutions to develop the human resource in Jiangsu province ,which shows the great theoretical and practical value of this paper.Firstly, in the analysis of the present condition of Jiangsu Talent capital, the concept of the talent capital has been divided into two kinds scientifically in this paper: one is dominant capital of the talent capital, the other is recessive capital. In the amount, the historical development change tendency and the characteristic of the dominant capital and recessive capital of Jiangsu Province talent capital has been analyzed longitudinally since the reform and open policy has been enforced in Jiangsu Province. The result shows that the talent capital of Jiangsu Province was relative slowly before 1990, and the growth of it was faster after 1990, especially in recent years. In the quality, the human capital quality appraisal target system has been constructed, and the quality condition of Jiangsu Province human capital has been appraised synthetically by using non-definite quality appraisal model, and the aim of it is to provide the real practice basis for the government of Jiangsu Province to establish the talent capital strategy development measures soundly by finding the reason of the differential quality of differential regions. The result shows that the quality condition of Jiangsu Province human capital is belongs to excellent grade, but from the concrete value we know that the quality condition of Jiangsu Provincehuman capital is not better than Shanghai city and Zhejiang Province, the chief reason is that the rate of Talent in Jiangsu Province is relatively lower.Then, In analysis of the relationship the talent capital and the economical growth in Jiangsu Province, the relationship model has been constructed in this paper, the contribution rate to the Jiangsu Province economy of the dominant capital and the recessive capital of the Jiangsu Province human capital has been calculated respectively as well as the general human capital, and the synthetical contrast has been analyzed between the dominant capital and the recessive capital, the general human capital and the human capital. The result shows that talent capital is the key factor in the growth of Jiangsu Province and the contribution of recessive capital is higher than dominant. In the future trend of the development of the talent capital, the future development tendency of Jiangsu Province human capital has been forecasted by utilizing the multinomial curve tendency extrapolation forecast model. The result shows that there is greater development of the Talent capital in the future and the growth is similar in the two kinds of Talent capital.Finally, according to the conclusion and the existed question obtained from the research analysis of this article, the corresponding countermeasures have been proposed, which provided the science valuable theory instruction for the government of Jiangsu Province to establish the reasonable talented capital developmental strategy plan, the aim of which is to coordinate the development of all levels of talented people's, to optimize the structure of talented people, to provide the correct development strategy to promote the synthetical competitive ability of Jiangsu Province talented person, which will lay the solid foundation for the development of the economy of Jiangsu Province and the realization of the two"leads"in Jiangsu Province.
