The industry of the sports, being described as a sunrise industry, has been one of the world's most popular sectors today. It will more and more play the vital role in a national and local economy development, and gradually become the national economy new growth spot. Some important topic that how to promote the development of Shanghai sports industry, and the Shanghai sports industry how to contribute to the Shanghai economy and the society development, are what the Shanghai government currently faces. This paper mainly makes researches into the government function to the sports industry development. It has certain significance to the theory and practice of current sports industry development in Shanghai.The first part of this thesis is the introduction. First, it has made researches into the connotation and extension of the sports industry. Also it has elaborated some related concept of the sports industry, such as sports market and sports consumption and so on. Subsequently, it has made researches into the status and the function of the sports industry in the national economy development, and into the sports industry's promoting the Shanghai economy development. Thirdly, it has expounded the research purpose and significance. Finally, it illustrates the use of research methods and techniques line.The second part of this thesis is the analysis of the sports industry development. First, it has analyzed the present development situation of the sports industry in Guangdong Province and in Jiangsu Province, as well as the present development situation and the existence main questions of our country sports industry development. Secondly, it has analyzed the present situation of the sports industry development in Shanghai. Finally, by comparing with the present situation of our country and Guangdong Province and Jiangsu Province sports industry development, it has analyzed the existence main questions of the sports industry development in Shanghai.The third part of this thesis is the overseas sports industry development patterns and the enlightenment. First, it has outlined the present development situation of the sports industry in America, England, Japan and South Korea. Secondly, it has analyzed the two different overseas sports industry development patterns. Finally, it has analyzed the characteristics of the two patterns of the overseas sports industry development, and then reaches four enlightenments of the overseas sports industry developmentThe fourth part of this thesis is the theoretical analysis and recommendations for the function Shanghai government makes to the sports industry development. First, it has analyzed the need, limitations and dynamic of the government functions to the sports industry development. Secondly, it has analyzed the opportunity and condition of the Shanghai sports industry development. Thirdly, it has elaborated the overall thinking and goal of Shanghai sports industry development. Finally, from five aspects, it put forward five proposals for how the Shanghai government plays its role in the sports industry development.
