After over 50 years of development since the founding of PRC, vocational and technical education in China is stepping into its peak period. However there seems to be a growing trend toward "Wastage of Skill" in this arena due to the existing system, exterior environment, ideology, mentality, selection strategy as well as the restructuring of the industry. This paper commences with the discussion over the concept of "Wastage of Skill". It will then take you deeper into the background and contributing factors of these phenomena and finally concludes with several suggestions in an effort to avoid "Wastage of Skill".The following will be mainly discussed:Chapter One: Introduction. The very concept of "Wastage of Skill" in the field of vocational education here in China will be introduced through analyzing the debate between Foster and T. Balogh. The reason why "Wastage of Skill" should be discussed at all as well as the profound significance it bears on us will also be talked about. In the meantime it will set forth the academic developments and research methods in studying this topic.Chapter Two: The intensions and extensions of "Wastage of Skill" in vocational education. This chapter mainly discusses "Wastage of Skill" theoretically. It includes the background in which this concept is put forward, the definition of this concept and a variety of types of "Wastage of Skill"Chapter Three: Instances of "Wastage of Skill" in vocational education in China. In this chapter different types of "Wastage of Skill" will be pectinated at different levels, namely macro, micro levels and in-between, the basic framework of "Wastage of Skill" in China is constructed in this chapter.Chapter Four: Analysis in the causing factors of Wastage of Skill. On the basis of the basic acknowledgement of these phenomena, this chapter talks about the roots of Wastage of Skill here in China. Macroly, the impropriate positioning of vocational education in education system, the disjoining of vocational education and the market economy environment as well as the traditional Chinese mindset all contribute to this problem. The reasons at a lower level would be the lagging behind of the economic restructuring and vocational education in coastal areas, the hard-to-get-rid-of planning economy in central and west areas and the lost of confidence in vocational education, and finally the industrializing process and disfunctioning of vocational education in rural areas. Microly speaking, the false mindset of students graduate from vocational education, the wrong doings in the recruitments and training systems of these talents and the weak cross-regional information and talent exchange systems contribute most to this problem.Chapter Five: Prevent methods. After analyzing the contributing factors of "Wastage of Skill" in China, this chapter puts forward several suggestions in the effort to avoid this problem. 1: the managerial system of vocational education needs improving so that the wastage of sill can be prevented systematically.2: adjustment is needed in vocational education so that it can better serve the socialist market economy.3: the traditional prejudice should be changed. This society needs a better human environment.4: a balanced system needs to be constructed between the industrial restructuring in the coastal region and the recruitments of these talents.5: a propriate planning strategy needs drawing to provide professional talents to the rise of the west and central areas.6: vocational education should adjust itself to fit the rapid urbanization.7 intensify the function of vocational education in the transfer of rural labor and the modernization of rural areas.8: more psychological support should be provide to the students graduate from vocational education.9: a more tight bond between training organizations and enterprises is needed to maintain a more interactive relation. 10 construct a talent base and a cross-regional talent exchange system.Summary. It concludes the difficulties in completing this paper the originality in this paper and future direction aspect of this issue.
