For long term development of a country, education is the fundamental factor. Education plays a basic role in the modernization and sustainable development of China. Education in rural districts is the most important and most difficult task in the process of modernizing education and constructing abundant society. Now, there are about 80% middle school and elementary school students living in rural district, which make up a dominant part. They are a great group needing special concern and help at present. P.E. in rural middle school is a fundamental part, one of the main contents and means to promote all-round development and personality of students. P.E. in rural schools is also an important part of P.E., it has immediate relationship with the carrying out and popularizing of P.E. in rural districts and the preparation of future athletes, then influence the development of P.E. in China. Considering the importance of P.E. in rural middle schools in instilling ideas of lifetime sports into students, promoting the development of social sports in rural districts, to investigate main factors that restrict the development of P.E. in rural middle school has an important meaning in theory and practice.Through studying the case of Xiping county in Henan province, this dissertation had made a comprehensive investigation with the status quo of development of P.E. in middle school in that area, analyzing main factors that influence the development of P.E. in middle schools, through data analyzing, sieving main restrictive factors out, putting forward feasible countermeasures promoting the development of P.E. in middle school in that area.The research states that examination-oriented education, being short of fund in P.E., lacking P.E. equipments, loose teaching administration, being short of P.E. teachers and unqualified teachers are the five main factors that restrict development of P.E. in rural middle school in Xiping county. In accordance with this five main restrictive factors, combining with rural economic situation, education, education policies, the writer had made a deep analysis, states that intrinsic reason of these restrictive factors are low economic development, relatively poor education, neglecting of P.E. in rural school and urban-oriented education policy.The writer believe the basic measure to promote the development of P.E. in rural middle school in Xiping county are: firstly, correcting attitude, renewing idea in P.E., putting school P.E. in the right position; secondly, increasing investment in P.E., improving the construction of playground and gymnasium, improving the conditions of rural middle school; thirdly, qualifying the group of teacher, enhancing the quality of teaching; fourthly, perfecting school P.E. organization and law system, intensifying administration supervise, guaranteeing the normalization of system of school P.E.; fifth, considering the reality of rural district, according to the feature of development of P.E. in middle school, promoting the reform of P.E. teaching attentively.
