At present, riding the tide of educational reform, ability-oriented education has already been increased to quite important agenda to know and implemented. Nine-year compulsory art education is an important component of the ability-oriented education. It is foundational to the implemention of aesthetic education, and an essential aspect for the form action of students'comprehensive quality.Under the impulse of ability-oriented education, especially after Premier Li Lanqing pointed out that aesthetic education should be the breach of ability-oriented education, arts educators, bearing an important historical mission, have to think over about such questions as how to understand and implement ability-oriented education in an all-round way to, and how to establish the position of art education in implementing ability-oriented education. Realizing the function of art education in the ability-oriented education of nine-year compulsory education, how should the teacher face the development and concrete way and means to implement the art education. All questions listed above remain to be solved. The basic aesthetic education within the nine-year compulsory education is being developed and reformed.These years, through advancing the reform of teaching and practicing constantly, Urumqi has made considerable progress and certain achievement on in basic art education. However, compared with other disciplines, the development of art education is still weak and lagging. The development of art education in every district within the whole city is uneven. Compared with current mandates for development, the allocation of teachers of the art education, teaching equipment, place, and funding, still have a long way to go. This text, through visiting and investigate on the spot more than 20 schools, contacting education departments of arts at all levels and dialogue with teachers and students, has obtained the first-hand materials. This paper has found out about the current situation of the art education of Urumqi through surveying and studying data, and the teaching research results of Urumqi education department and front-line teacher have been summarized. Through researching the combined documents and materials, this paper also reveals the actual difference caused by urban and rural disparity, and objectively analyzes the reasons.It is hope that the result of study and countermeasure of this text can reflect the achievements and current situations of Nine-year compulsory education in Urumqi. Furthermore, it is hope that it could be helpful for the research and development of nine-year compulsory education art education of Urumqi.
