Effects And Countermeasures Of Information Asymmetry To The Postdoctoral Program In China

As the core of the information economics, information asymmetry is a useful tool for analyzing the modern market activities. Information asymmetry exists in almost every aspects of the market trading. The higher degree of the market asymmetric information is, the higher the cost of trade will be. At the same time, market efficiency will be lowered severely, even with the occurrence of market failure in some extreme situations.Asymmetric information will be caused since economic agents in markets have different knowledge background and different costs of obtaining information. On the other hand, information asymmetry will lead up to "adverse selection" and "moral hazard", or even a market failure. According to the theory of information economics, the methods of reducing asymmetric information primarily include the "signaling" and "screening".Information asymmetry can be extensively applied in actual business environments. This dissertation is concerned with the study of the postdoctoral program in China under the information asymmetry. We investigate the effects and the corresponding strategies of the information asymmetry to the postdoctoral program in China. China's postdoctoral system, founded in 1985, has gained plentiful achievements and trained lots of talents during 20 years' implementation. However, with the development of the market economy and the coming of the information age, the information asymmetry has more and more effects on the postdoctoral work. Information asymmetry is widely existing in the postdoctoral researchers and the stations; between the stations; the researchers and the units setting the stations; the researchers waiting for employment and their employers; the post-doctors' research achievements and the units needing the achievements; the research station and the workstation; the units setting the stations and their supervision department, etc. It is found that the information asymmetry restricts the recruitment, employment of the post-doctors, baffles the resource conformity and the advantage complement, and affects the implementation of postdoctoral policies and the realization of the overall goal of the postdoctoral program.According to the theory of information asymmetry, we can solve the problem of asymmetric information in postdoctoral works by introducing the theoretical achievements of information asymmetry in the economic field, perfecting the information platform, increasing the information supply and update, reducing the cost of gaining information, enhancing the communication between the research stations and the workstations, developing the postdoctoral programs in enterprises, establishing the self-developing mechanism in postdoctoral program, improving the service of the postdoctoral staff, setting up scientific and objective assessment evaluation system and stimulative mechanism, implementing contract management system.
