The problem of teaching and faculty of college teachers is a very prominent problem that plagues the personnel management of teachers in China.Stones from other hills,can learn.The American tenure system has become the standard system for teacher management in American universities.Open competition employment system,scientific and standardized evaluation system and perfect guarantee mechanism are the basic characteristics of the system.From the perspective of information asymmetry,this paper analyzes the principal-agent relationship of the tenure system in selecting and motivating teachers.On the whole,the US tenure system is the most effective institutional arrangement for selecting and motivating teachers.It has a comprehensive advantage in selecting,evaluating and retaining people: achieving a perfect selection of outstanding talents;reducing the school's wage costs and incentive costs;motivate teachers to carry out scientific research and teaching activities,effectively solve the school's supervision problems,and retain more outstanding talents.Any system is not perfect,the system also has shortcomings: short-term assessment of teachers too much pressure,induced academic misconduct;academic freedom is not universal,only protects the academic freedom of a few people;the motivation of teachers Insufficient,some tenured professors work in decline.Although tenure has been challenged and challenged in the process of development,the system has been continuously improved in its development and has shown a new development trend.Compared with the United States,the implementation of China's college teacher employment system is in a dilemma.The reason is that the mode of excessive interference by the administrative departments in China has not changed,which has made China's colleges and universities lack autonomy.In the appraisal stage,there are serious quantitative assessments and imperfect evaluation systems.Finally,the social security mechanism is not perfect,so that the implementation of the system lacks the corresponding supporting measures.Therefore,in view of the existing problems,we should further improve them based on the successful experience of the American tenure system and the actual situation.First,the government should change its functions,decentralize its power to universities,and establish an effective talent selection mechanism for colleges and universities;second,strengthen post-employment management and stimulate teachers' academic enthusiasm;and third,improve social security mechanisms to ensure the effective operation of the system.
