The compulsory education is our country entire education system foundation stage. Because compulsory education's widespread and foundational, it has the great significance to improve the country or the nationality's the overall quality enhancement. The compulsory education policies are the laws and regulations that for attaining the compulsory education's goal, also are the behavior basis and the criterion for realizing the compulsory education's idea. Therefore, the scientific policies evaluation for compulsory education not only can judge compulsory education policies themselves the value; also can carry on the comprehensive inspection and the analysis to policies implementation each stage, summarize the lesson, the absorb experiences, provide the good model for policies practicing in the future.At present, the compulsory education policies evaluations mostly are the qualitative analysis or the data comparison in domestic, and are less evaluations for the policy implementation overall effect. This article utilization the fuzzy mathematics appraised model to carry on the quantitative analysis for compulsory education policies in the under-developed area.This article researches compulsory education policies historical vicissitude by time order, and summarizes the compulsory education polices' functions of control, guidance and coordination through consulting and analyzing our country the compulsory education policies' literature material and the yearbook data since founding of the nation. In this foundation, evaluating the compulsory education policies' implementation effect in under-developed area in according to the policy appraisal principles and the utilization evaluation model, as the example of Gansu province. Finally draws the conclusion: the compulsory education policies" effect has the distinct enhancement, but still has the very big promotion space in the Gansu Province. Through analyzing the result of the evaluation, this article forecasts the under-developed area compulsory education policy development, and proposes the policy conception of national primary standard of the compulsory education policy.
