In this article, we try to win the basic connotation and the effective routes of city community construction in China from a new theoretical perspective—social constructivism. Due to the theoretical advantages and disadvantages of the social constructivism, we make full use of the eastern culture advantages, such as culture synthetic thought and co-winning logic, adopt the new culture conception like cooperation, communication, individuality of appreciation and multiplicity of respect, and, based on the Chinese traditional and modern culture, form a new social constructivism, which has possessed the soul of the eastern and western culture. From the new social constructivism, we make a systematic research on city community construction in China.First, we look back to the simple-developing process of community theory and community development and construction both in western countries and in China. By comparing them, we gain the inspiration to our community theory and community construction. From the new social constructivism perspective, we try to win the basic connotation of city community construction in China. Based on that, we compare the social differences between in western countries and in China, especially in economics, politics, culture, social construction-relationship network and elite functions in order to find an effective blue print which is suit for our city community construction in transitional period, making our city community construction consistent with the wholly changing backgrounds. In the end, we conclude that the social construction of economics, self-government, culture, consciousness and multi-leading actors who are co-acting and co-winning in city community is the effective and right routes of city community construction in China.
