The Study Of Problems Of Community Youth In The Period Of Socialism Harmonious Society In Suburb Of Shanghai

Nowadays, in the historical period of our country's economical sysytem's transmission and society's change, a group called suburb community youth (who out of school, out of work and out of management) appeared around us--youth who keep city census register , live in suburb, age between sixtten and twenty–five(who was born between June 1,1980 and July 31,1989), without steady work and income, and fail to study further. The number of them is increasing. Community youth is out of traditional various of socail organizations, so they are always neglected. The result is they are cline to commit crimes and become the destabilizing factors of family and society. Since the Central Committee of the Party suggest establishing socialism harmonious society, it is important for the political apartments to take it seriously, think it over and think out solutions to establish effective education and help systems for this special group.In recent years, Shanghai Municipal Party committee and government do some good research and try in the field of community youth, such as building professional social workers team through buying community service by government purchasing, and using professional methods to strengthen whole covering, developing management and professional service of community youth; making and advancing a series of policies about education, employment, right protection and so on, offering a variety of service to satify their needs. On the whole, the effect is obvious, and it control the number of community youth effectively. But, owe to difference between city and countryside, besides basic characteristics, community youth in Shanghai suburb have their own speciality, such as less education, no technolgies. However, some policies and resources in Shanghai, the scale of them is not big enough and the pertinency is not strong enough to the community youth in the suburb. There are four main problems, and they lack connection with real needs of community youth in suburb and do little help to their growth. Just like China, many countries in the world pay attenition to community youth. Every country has their own characteristics. The good experience and methods they got is worthy of learning. For example, India government regards country youth as particular object of social service and work; Brazil government offers special government fund to award companies and enterprises who employ commnity youth, and so on.The key of this article is to find out and analyse the defects of policies on community youth in suburb, absorb some effective methods and experience of other countries such as India and Brazil and bring out corresponding stragety according to the fact of Shanghai suburb. The eight main strategies and suggetions may help and stimulate the work of community youth in suburb, such as creating good society atomsphere, advancing and improving relative policies, stimulating development of folk institutions, building high-quality and professional social woker team, strengthening youth's technology training, promoting youth's employment, encouraging youth to build their career, strenghthening cooperation and communication between districts and so on. In a word, today, as the society develops in different ways, facing community youth which is a newly growing special group, it is task of political apartments , Communist Youth League Committee and other organizations to search government's limited resources and real needs of community youth's growth and take use of it to promote effectiveness of community youth work further and create a win-win situation. It is important to the stablity of Shanghai society and development of economic society, so it must be put on schedule.
