As the fundamental strength for education development, it is teachers' quality and professional development that motivates a school to grow. Under the background of Quality Education and the reform of New Curriculum which is constantly deepening, School-based Teaching Research and Training characterized by basing on school, developing school and being school-oriented, will become the inevitable choice to teachers'professional development, and a important way to broaden the connotation of education by stimulating and making best of the crystallization of teachers'collective wisdom. Thus, it becomes the common goal for all of the educational researchers and practice workers--- to reexamine the function or the role that School-based Teaching Research and Training is playing, and furthermore to explore the idea and the law of School-based Teaching Research and Training. When its practice lays a good foundation, the obstacles and problems will guide us to a new starting point and space to explore in the area of School-based Teaching Research and Training.Recent years, the exploration activities of Quality Education and the reform of New Curriculum never stopped in Kuancheng district Changchun city. In the"10th Five-Year Plan"period, a Provincial Key research issue The Practice and Exploitation of Regional Modern Quality Education has been successfully carried out and got notable achievements. This research was developed into a new issue Promoting and Deepening Regional Modern Quality Education in the"11th Five-Year Plan"period. This research has provided a broad practice platform and carrier for School-based Teaching Research and Training so that it could develop in a broader real environment.The author has engaged in the work of basic education and administration in this district for many years, and has been in charge of teaching faculty construction and research work, and personally presided over the project of School-based Teaching Research and Training. Through the serious analysis of the project progress in basic schools in the whole area, especially by deep investigation and profound pondering of the contradictions and doubts emerged in the process, it becomes increasingly clear that: School-based Teaching Research and Training must be built on the base of local resources, make use of the plan as a whole, and be supported by chief strategy, so that it may develop overall. The author adopts the method of Action Research, concentrates on the evolution of theory and practice, systematic construction and experience reflection of School-based Teaching Research and Training, then explores and explains School-based Teaching Research and Training and its regional promoting strategy, expecting that other theory researchers could benefit form this study for their relevant research, and to provide further guide for practice workers in School-based Teaching Research and Training area.This article includes five parts: Foreword, to introduce research background, the value of the study, the contents and scale of the research, study process and method; Chapter One, basic theory of School-based Teaching Research and Training: to post the connotation, value and relevant problems;Chapter Two, review of the study at home and broad: to introduce foreign and domestic research study situation separately; Chapter Three, actuality analysis of Kuancheng district: to state the actuality of School-based Teaching Research and Training, and analyze the problems it facing to support the establishment of regional promoting strategy; Chapter Four,regional promoting strategy to School-based Teaching Research and Training: to state the connotation of regional promoting strategy, and the stress will be put on relevant tactic, function mechanism, typical cases and evaluation; Chapter Five, conclusion and thoughts.
