To cope with the challenges of the information age and knowledge-based economy, many governments have to work to build a system of lifelong study. Built on the foundation of modern information technology, on-line education, with a wide range of interactive nature of the unique advantages, have attached great importance and applied widely in society. It has become the important means of building studying society and promoting its members to study lifelong.In 1998, the Ministry of Education approved Qinghua University to set modern on-line trial. Sine then more than 60 colleges and universities have used modern information technology to develop on-line education. Elementary and middle schools network education rapid development. With the further development of on-line education practice,theoretical researches concerned are expanded as well. From the educational economic point of view,it is an urgent task to systematically research and discuss the cost-benefit problem of on-line education. Theoretically speaking, the analysis and research on the cost of on-line education can make up for adequate study on economic efficiency, enrich the content of educational economics, and promote the development of educational economics. Practically speaking, to build an analytic model for cost of on-line education may help the operators account the operating costs of education, optimizes the decision-making, provides the scientific basis for daily management, and promote the increase in efficiency of school-running.Starting from the concept and characteristics of on-line education, the present study sorts and discusses the notions of cost, educational costs, costs of on-line education, educational efficiency and on-line education benefits.
