As a non-elite education form aims at cultivating technicians, secondary-level vocational education is an important component of vocational education system in our country , which is different from elementary and higher vocational education. The development of secondary-level vocational education depends on the financial and material support for it's a type of education of but lower benefit. The investment in vocational education is less than in general education and the proportion of fiscal funding is lower as well in our country which leads to the shortage of funds for a long time. It is caused by less emphasis and investment in vocational education from government and inadequate encouragement to non-governmental investing behavior.The thesis suggests that the government should focus on the requirement of national condition, take the main position of investment, and strengthen the non-governmental investment by policy in order to promote the diversity of investment. The thesis expounds the significance of strengthening the governmental behaviors in investment by analyzing the problems existed in the process of investment and gives some suggestions from two aspects of governmental direct and indirect investing strategies and the law perfected government which based on the experience of investing model abroad.
