There is a coexisting phenomenon of skilled workers shortage and undergraduate employment hardship, whose essence is the imbalance in the education structure. Secondary vocational education is the main part of vocational education, so the development of secondary vocational education plays an important role in improving the education structure in our country. In this paper, we have made a study about investment efficiency of Chinese secondary vocational education based on the public goods theory and Becker’s theory of human capital. Then we analyze the secondary vocational education investment efficiency, according to the annual provinces and cities, regions. First, based on panel data of 31 provinces and cities in China, from the human, material and financial resources, we make a descriptive analysis about the present situation of secondary vocational education in our country. Second, build a DEA model to comprehensively evaluate secondary vocational education investment efficiency in 31 provinces and cities, the eastern, central and western regions. Third, we make a projection analysis, and give the direction and strength of secondary vocational education resources adjustment. The results are as following:Through the status analysis, in recent years, secondary vocational education embrace investment increases year by year, but financial investment is still lack, and regional investment is imbalance. Compared with the central region, governments in east and west supply more support and education funds to secondary vocational education. The students status in secondary vocational education have had a better development in two aspects of quantity and quality. But the gap between provinces and regions is bigger and the central region has a better output effect with the least resources. The staffs in secondary vocational education increase, at the same time, there are large regional disparities, and the western region has the least faculty, the highest ratio of students to teachers, so the western region has the heaviest teachers’ burden. In terms of running school conditions, compared with the growing school scale, infrastructure tension phenomenon still exists. Compared with other regions, the eastern region has an absolute advantage transversely. Through the empirical analysis, secondary vocational education in our country has regional differences in technical efficiency, ranking from high to low in turn is: the central, western and eastern region; The reason for inefficiency of various provinces and cities are different, scale inefficiency is the main reason. The majority of our provinces are basically in the stage of increasing returns to scale, and there is plenty of room to improve the investment scale, so we should increase investment scale. Through the pure technology efficiency analysis and projection analysis, we find the irrational ratio of student-teacher, surplus of staff allocation, inefficiency use of teaching and research equipment, which reduce the investment efficiency to some extent in DEA inefficiency provinces. So we should increase the investment scale and improve the ability of resource management to avoid pure technology inefficiency in the short run.Finally, based on the status analysis and empirical analysis, aiming at the problems arising from the secondary vocational education investment, this paper puts forward four relevant suggestions, reaching regional balance, increasing investment scale appropriately in the secondary vocational education, improving the level of investment management in secondary vocational education, optimizing the allocation of resources.
