With the ever-rising importance of policy in nationalpolitics and social activities nowadays, more and more peoplestart to care about polices and do some researching on them,which severs a lot for the development of this discipline,namely, policy science. It is usually takes the process ofpolicy making as the object of study, as a branch of which,educational policy study has also made a lot of progresses. Thisstudy was first seen in 1985 in our country and has become anew growing area in educational studies.Considering the benefits of analyzing the development ofour country's educational policy study, this paper tries tomake a research of the contemporary study documents about itby using both quantitative and qualitative ways. On the basisof this study, the process of its development will be disclosed,some agreements and ambiguities in it will be concluded as wellas problems and limitations, then the troubleshooting methodsand countermeasures can be find out accordingly.This paper is made up with the following four parts:Part one: Introduction. As the beginning of this research,this part mainly presents the research background, the presentresearch situation, the purpose of this study and itssignificance, the research content and some statement of theconcepts as well as the procedure and methods.Part two looks back on the development course of ourcountry's educational policy study from three stages which arethe forming times(1985-1994),steadily developing times(1995-1999) and flourishing times(2000-2004).Combiningboth quantitative and qualitative ways to analyze the results,the author summarized the study characteristics of each stage.Part three conducts the analysis of the contents of ourcountry's educational policy theory study: the essence, thevalue and the procedure. According to this discussion, theagreements and the disagreements in this theory study will beconcluded.Part four inquires into some limitations andcountermeasures of our country's educational policy study.Based upon the above analysis, the author expatiates on thehotspots and problems in the study and uses the US'sexperiences for reference to suggest countermeasures andsolutions...
