The obtaining of legal personality, the transition of investment way, expand circle has brought the investment and borrows money hotly, socialized reform in the university of logistics, university corporate governance structure and employing mechanism isn't perfectly, financial administration begins to move towards the deficit budget , the financial risk happened with the great change.The problem of financial risk in university has attracted people's attention because of the phenomenon out of control in debt appeared in the domestic university in recent years, though many medias often mentioned that university's financial risk should be control, related departments take some measure, lack authority and theoretical research and the results of the real example of system, so, carry on systematic ground research to the problem of management of the financial risk of institution of higher education, not only have important theory meanings, but also to guaranteeing it has very important realistic meanings that the development that the university is lasting , healthy , steady and related departments make the policy.At first, this text has researched the theory of risk management in domestic and international institution of higher education, the ones through the management of the financial risk and relevant university's financial risk documents were studied, find out the existing deficiency that studied, propose that a subject should be studied and solved. Secondly, according to the characteristic of our university, several theoretical research of financial risk management in higher education but systematic research, this text have put forward university's financial risk management system based on financial risk concept of broad sense. Moreover, on the basis of surveying and studying, to the financial administrative situation of university of Hebei at present, an overall financial revenue and expenditure state, financial risk, etc. carry on the analysis and research , utilize university's existing financial data, three main universities in Hebei have carried on the theory and application study to the financial appraisal of risk and financial risk pre-warning of the university. Finally, Through three angles of university, government and bank , think that should take precautions for the university's financial risk, It should strengthen financial risk management and proposed for related departments of provincial government and make the policy basis for the university of Hebei.
