Research On The Changes Of Postgraduates' Tuition System In China

Postgraduates'tuition system is really a problem in the field of educational economics and also a hot issue. At the same time, it not only has a bearing on the development of higher education but also immediate interests of the public. As the social economy develops, postgraduates'tuition system has changed correspondingly in China. The system of a postgraduate at one's own expenses has been accepted by more and more people. However, there are many undesirable factors on the design and arrangement of postgraduates'tuition system. This paper researches on the changes of our postgraduates'tuition system with methods of historical analysis, documentation approach, and demonstration analysis, etc. It falls into five chapters:Chapter One, it summarizes the literatures of research on the postgraduates'tuition system in China.Chapter Two, it starts with basic conceptions and then defines the conception of postgraduate education and its tuition system, and its theory has been explored in four aspects, which are theories of human resource, quasi-public product, educational cost share and educational justice.Chapter Three, it expatiates the track of the changes of postgraduates'tuition system from completely tuition-free system to double-track charge system, and explains the implementation and deficiency of these two systems respectively and analyzes the factors which influence the change of postgraduates'tuition system. Moreover, reasons resulting in defects of our existing postgraduates'tuition system are interpreted.Chapter Four, it comes up with the transformation tendency of our postgraduates'tuition system----comprehensive charge system, making out detailed analysis on the necessity, feasibility, positive effect and problem to be of implementation and so on.Chapter Five, it brings forward suggestions to perfect the tuition system on problem to be in comprehensive charge system mentioned in Chapter Four, including establishing reasonable tuition standard, strengthening the monitoring and innovation on tuition system, and perfecting relevant complementary system, etc.
