State finance can’t afford the education expenses of the whole postgraduate recently with the increasing number of Chinese postgraduates. Reformation of postgraduate tuition system and charging tuition entirely contributes to releasing the lack of education funds, releasing contradiction between the increasing demand of postgraduate education and lack of education funds. It is with great significance to consummate the sharing of postgraduates’ educational cost that everyone and their family participate in the cost compensation. Under the new background of the reform of postgraduate training mechanism, we should abolish the double-orbit system of tuition charge and implement new-type training mechanism and awarding mechanism. It will guarantee the living and studying standard of postgraduates. Once we bring in competition mechanism to some extent, it will stimulate studying enthusiasm, improve educational quality and promote the development of postgraduate education. Reformation of postgraduate tuition system is with great significance to nowadays postgraduate education.On the basis of Public Goods, Human Capital and Cost-sharing theories, it is necessary and worth for postgraduates and their families to invest in postgraduate education. The three theories are also the theoretical and reformatory basis of charging system reformation in postgraduate education of our country. The reform has experienced the process of free tuition to a double-orbit charging system and then an overall charging system. According to the development process and present situation, implementation of the charging system reform has made many appropriate outcomes. But there are still kinds of shortcomings and problems in the course of pilot implementation because of lack of experience and limit of reality capabilities. Surveys and interviews in some pilot universities of this research have also proved the existence of those problems. With "Three Circles Theory" as an analytical tool, this research has analyzed factors in the three circles of "Value","Ability" and "Support", probed into problems and underlying reasons and proposed the corresponding solution strategy. The research is expected to provide effective recommendations for further reform of graduate education fee system.
