The new curriculum reform and the development of social informazation expect teachers more and higher. Times call for teachers' professionalization, and the society urged need to educate all kinds of teachers in order to facilitate the professional development of teachers. So, seeking an efficient way of teachers' education is urgently and essentially, Internet, which develops quickly after 1990s, has shown its advantages in the field of education. One of the goals of the new curriculum reform in our country is to achieve the education modernization through the education informationization, demanding teachers actively explore how to utilize information technology, whose core is computer network technology, to carry out instruction. In this exploring process, teachers need to update their ideas about education, to work together with each other and to create and originate. Online teachers' education not only can bring the newest theories and researching achievements on practice because of Internet's fast transmitting, and also can provide platform for teachers to widely cooperating and exchanging based on its strong communication power. Additionally, after their online learning, the teachers can transfer their experience on online learning to their instructional practice quickly, avoiding the blindness. To succeed in achieving the goals above, design and develop the learning resources are the key of the success of online teachers' education.According to the analysis of the social demanding on teachers and the characteristics of teachers, this study puts forward nine aspects learning content and the supporting information resources and related tools needed during the process of learning in order to achieve the social demands. Among them, learning content is the main body of the learning resources for teachers' education. The module of case instruction, as the supporting information, is the key informational resource in the learning process. The modules of discussing and exchanging, reflecting and summarizing, navigating and tracking of the system provide the essential cognitive tools for the learners. And the module of searching is the performance tool to improve the learning efficiency. Then, how to effectively organize the huge resources becomes another key matter of the design. Firstly, this study deeply explores the theory foundation of the learning resources design for online teachers' education, the principles of design and the goals of design. In order to realize the resources sharing and the curriculum integrating, and satisfy different needs of the different learners, this study adopt the way of learning object to organize the learning resources, which is a wholly different way of resources organizing from the traditional web-based courses. And it's also the creative point of this study. Learning object originated from the idea of object-oriented in computer science. Each object is a component, which can be reused in different situation, and different components be organized in different way. can achieve different goals. The design of learning resources based on learning object in this study carry out in four aspects, which are the scope of learning object, the type of learning object, the sequence of learning object including micro-sequence and macro-sequence, and the showing of learning object. In this study, there are four types of learning object, which are course content object, case object, forum object and Blog object. Taking account of the reusability and instructionality of learning object, the scope of learning object can't be too large, nor be too small. This study takes one section as a course content object, one case as a case object, discussion about one subject as a forum object, and each learner's reflection about one subject as a Blog object. The micro-sequence is to decide the components of learning object, according to the knowledge type which divided into two types, one is the well-structured domain, the other is ill-structured domain. The macro-sequence of learning object, which is the combination of learning objects, is carried out according to the concept map. In the last part, this study describes the principles for computer to realize the showing of learning objects.
