With the rapid development of Internet and multimedia technology, E-Learning is becoming an important area for research and application. Correspondingly, the construction of educational resources based on network has also attracted much attention. However, there are some difficulties to share and communicate educational resources, the root cause lies in lacking of uniform standards to standardize and unify these resources. These make it quite difficult to manage, share and search educational resources, and also seriously hinder the popularity and development of E-Learning. To support E-Learning content reusing, sharing and exchange, new ways are needed to organize and manage E-Learning content.To solve the problems in E-Learning that the learning resources are difficult to share and reuse, a Learning Object Packaging Model (LOPM), which is reusable and self-descriptive and processible, and is able to support the organization and packaging of learning resources, is introduced on the basis of the related theory about learning object and the standards for E-Learning. Based on LOPM, an E-learning Course Packaging Model (ECPM) is presented, which is interchangeable and self-descriptive and processible, and is able to support the organization and packaging of relevant learning objects. Xml Schema and other related technologies are applicated to describe learning object and E-learning course, based on LOPM and ECPM, the content list schema file and instance document of learning object and E-learning course are generated.A solution for storaging learning content is presented:learning object metadata and E-learning course metadata are stored in metadatabase, and learning resources are stored as file after packaged, which is convenient for users to download, to realize the sharing and reuse of learning resources. Finally, based on ECPM and LOPM, a prototype system LCMS is discussed and designed in this thesis.To support specific education objectives, education providers could produce E-learning Course by following ECPM and LOPM. Through the separate use of E-learning course metadata file and content package file, the course's contents are separated from the course's form, the teaching contents are separated from teaching strategy, which make it easy to realize the standardization of E-learning course. An effective approach for sharing and reuse of E-Learning resource is well provided in this thesis.
