| At the crucial moment of pursuing a great leap forward in economy, Anhui is now facing the significant challenge caused by the shift of institutional and economic system. As the domestic and global competition is becoming increasingly fierce, how to exploit talents resources and get out of the dilemma of talents bottleneck is a crucial task for us.Based on the essential nature of talents resource and its status and importance in regional economic development, this thesis presents the current situation of talents resources of Anhui province and analyses the main problems concerning talents bottleneck during the rise of Anhui province as the following: the lag of talents concept, weak competitiveness for talents, unfavorable talents quality and structure inconsistent with the demand of the rise of Anhui province, shortage of outstanding and distinguished talents, inferior comprehensive function of talents market etc. While the reasons of these problems, according to the writer, include low per capita income, outdated ideas, insufficient job opportunities, excessive administrative intervention, imperfect related mechanism and lack of investmentand inspiring motives.Considering the fact that Talents resource development has a history of 60-70 years in developed countries and even in newly industrializing countries it also has a history of 30 years, while China has just started this work, the thesis gives a brief introduction of talents resource development experiences both at home and abroad for reference with an attempt to explore a right way for talents resource development in China. For the purpose of getting Anhui province out from the dilemma of talents bottleneck, the thesis systematically compares and analyses the current situation of talents bottleneck and its causes in Anhui province, and then, puts forward a series of proposals including suggestions of enhancing cooperation with other provinces in central areas, setting up a favorable talents policy by central government, establishing a scientific conception of talents, implementing the strategy of "Talents Serving Anhui Rise", accelerating talents capability construction, building up a flow mechanism of talents, improving the import of high-quality personnel, strengthening the construction of motivating mechanism of talents distribution, exploring an approach to talents resource capitalization, maintaining a supporting platform for talents resource development, creating more employment opportunities for talents and so on. |
