With the deepening of economic globalization,the deepening of economic cooperation among countries and the rapid development of transportation and communication,the transnational employment of talents becomes possible.In view of the role of talents in promoting economic development,countries compete fiercely for talents.While developing their own economy,they pay more attention to the introduction of talents,especially high-level talents.Anhui province is a big province of human resources,but in the use of specific talents,there is a preferential policy of emphasizing the introduction rather than training,which leads to a serious phenomenon of brain drain in quite a period of time.Therefore,this paper,under the call of the national policy to strengthen the country with talents,makes a multi-angle comparison and analysis of the introduction of high-level talents in anhui province based on the status quo of human resources in anhui province and the effect of the introduction of high-level talents policy,and combines the domestic and foreign research results and relevant theories.By means of questionnaire and online interview,this paper conducts research and evaluation on various high-level talent introduction policies currently implemented in anhui province.Based on the results of the investigation,this paper summarizes some problems in the introduction of high-level talents in anhui province,analyzes the problems with the theories of human capital and human resources in public management,and puts forward feasible Suggestions and countermeasures.It is important to note that this article is in affirmed the high-level talent introduction policy in anhui province,on the basis of obtained certain achievements,through comparative analysis found that the existing problems and such as policy propaganda is not in place,the impetus for high-level talent introduction policy,high-level personnel service safeguard mechanism is not sound and high-level talent introduction policy information asymmetry and so on.In view of these problems,this paper also puts forward corresponding countermeasures and Suggestions,such as strengthening policy publicity;Strengthening policies;Besides,it also makes a deeper elaboration and analysis of these countermeasures and Suggestions,which provides useful Suggestions and thoughts for anhui province to formulate and improve the policy of introducing high-level talents in the next step.
