The impact on China's sports development, the impact on Sports Reform bringed by mass sports development trend of the world, the impact on Jilin province's sports binged by China's economic and social development, these ones are regarded as the main line of this research. In view of the old industrial bases of Jilin Province to make a comprehensive analysis of the economic and social backgrounds, namely : geographical and cultural characteristics of the old industrial bases in Jilin Province, analyze the history of the development of the old industrial bases of Jilin Province and the historical burden that Jilin Province has in the reform and development process, and the analyzing will be the theoretical groundwork for studying the development of mass sports in Jilin Province after the 2008 Olympic Games in Beijing.By studying the macro environment for the development of mass sports in Jilin province,and the current situation and trends in the development of mass sports in foreign countries, also by learning from the sports development in the history of the masses, the public sports development plans which were made in the development process of the masses sports of Western, and their sports concept, we will come to the conclusion: the theme of mass sports development of the world is "healthy, for life" .
