From Governing To Serving: Transformation Of The Village-Township Relation

Since the implementation of villagers' self-government, village-township relation becomes nervous and maladjusted and the conflict becomes evident increasingly, which has been the crucial issue in the academic circle. At present, scholars have mainly conducted the text research, which has made the static typology division to the village-township relations. In society's reforming time, the new policy mainly symbolized by the exemption of the agricultural tax and the new rural reconstruction has poured into the new variables for the village-township relation development and won a new historical inflection point for the adjustment of the village-township relation.Based on investigation and studies on the spot, this article takes S town in Shandong Province as a case, mainly explores the township government and farmer's relations. Taking the concrete event of helping one village by township cadre as a starting point, the article reveals the change and development of village-township relations diachronically and dynamically and explains the transformation of village-township relations through comparative study of the difference before and after the tax-fee reform particularly. Then, the article obtains a preliminary conclusion that the village-township relation is experiencing a change form "government" to "serving", which represents a sound interactive relations between the village and township.
